A common Republican criticism of Kamala Harris’ policies is that she had almost four years to enact those policies as part of the “Biden/Harris” administration. What is the actual role of the Vice President in the US system of government?
• Advise the President
• Serve as President of the Senate
• Enact legislation
Advise the President and serve as President of the Senate
The Vice President has no authority to wield power independently of the President (see Article II, Section I of the Constitution). The President can delegate responsibilities to the Vice President, but the VP has no law-making power. The extent to which a VP can influence a President’s thinking depends on the President’s openness to advice from the VP, which varies from significant (George W. Bush and Dick Cheney) to non-existent (Donald Trump and Mike Pence).
